Spirit Wings is a new art installation that runs from the Old Sacramento Waterfront 13 blocks, with seven pieces of art along the way. Designed to entice people to get out, observe and explore the city, the art is by Garr Ugalde. The project was seven years in the making, with Phil Tretheway and Megan Blackwell coming up with the initial concept.
